Jeffrey R. Levey, Citigroup’s Vice President and Director of Tax Legislative and Regulatory Policy, Global Government Affairs

Jeff is Vice President and Director of Tax Legislative and Regulatory Policy for Citigroup, covering both U.S. and non-U.S. tax issues in Citigroup’s Global Government Affairs Office. He is responsible for working with policy makers in Congress and the executive branch, including the Treasury Department and the Internal Revenue Service, on Federal tax matters of significance to Citigroup as a whole and its subsidiaries. Jeff also covers tax policy issues and developments outside the United States, working with chief country officers, financial, and tax departments around the globe on tax policy matters, ranging from company specific issues, to broader legislative initiatives, and the negotiation of bilateral tax treaties between the United States and other countries in which Citigroup has a significant business presence. Jeff’s role includes working with Citigroup business units and its tax departments to develop and implement tax policy positions on a range of issues, including financial products and retirement savings issues, international tax issues, and general corporate tax issues. Jeff has been a part of the Global Government Affairs office in Washington for eight years. Jeff was named one of the Top 10 tax lobbyists in Washington in a survey of Members of Congress, the Administration, and staff by the Hill Magazine.

Jeff has BA degrees in journalism and economics from George Washington University. He was a reporter for several newspapers, including the Syracuse Post Standard and the San Francisco Chronicle, before covering tax issues for BNA’s Daily Tax Report for seven years, from 1981 through 1987. Prior to joining Citibank in 1997, he represented clients of Price Waterhouse on Federal tax legislative and regulatory matters.

Jeff lives in Bethesda, MD, with his wife Judy and two children, Elaine (age 15) and Claudia (age 9).
